dfritz 2d8a13840f Stop package cleanup after failed Tea login setup

Details 
Emit a fixed credential-free login_setup warning and fail the optional prune
step before any dependent package API calls if its existing login setup fails.
Preserve successful pruning, retention, registry upload and local cleanup.

Exercise the extracted prune shell with fake Tea and disposable configuration,
including failed setup with a previous login and unchanged successful targets.
This identifies the failed stage, not the suppressed authentication cause.

Dave KowalskiandClaude Fable 5 cc717790f7 untag built image after push to bound the dind image store 
image-build loads each build into the runner pod's dind (load: true); the
tags then accumulated forever (dozens of stale 2-3GB tags per pod, a chunk
of the runner disk growth). Untag after a successful push and sweep the
now-dangling previous :latest. The buildkit build cache is separate and
refcounts its own layers, so the next build stays warm; when the repo is
'runner' itself the pod's next job re-pulls the ~380MB job image from the
local registry (cheap). Guarded (continue-on-error + || true) so cleanup
never fails a release.

Donavan FritzandClaude Opus 4.8 f1dbdafb0c fix(prune): paginate package list so old tags past page 1 are actually pruned 
The org now has more container versions than one API page returns; the
unpaginated list dropped a package's older numeric tags, so KEEP-based
pruning silently left them (base/runner crept to 5). Loop pages at the
max page size instead.
