Build upstream BIRD 2.19.1 in a dedicated stage and verify the release tarball against its pinned SHA-256. This preserves the current BIRD 2 configuration contract; Alpine 3.22+ packages BIRD 3.x.

Validation: full image build runs all Go tests; final image reports BIRD version 2.19.1; runtime dependencies resolve.
