Build upstream BIRD 2.19.1 in a dedicated stage and verify the release tarball against its pinned SHA-256. This preserves the current BIRD 2 configuration contract; Alpine 3.22+ packages BIRD 3.x.

Validation: full image build runs all Go tests; final image reports BIRD version 2.19.1; runtime dependencies resolve.

APPROVED for 8aed24f132. The dedicated, checksum-pinned BIRD 2.19.1 build stage preserves the BIRD 2 runtime contract without coupling flock to Alpine’s BIRD 3 package; the final image copies only the required daemons and declares their runtime libraries.

Perf: APPROVED at 8aed24f132. Measured final image +2.69 MB (22.65 -> 25.34 MB); cold BIRD stage 28.5 s and overlapped existing Go stages. BIRD 2.19.1 starts, runtime links resolve, and the PR changes no runtime CPU/memory path.

I rebuilt this head: all Go tests passed, bird reported 2.19.1, and bird/birdc resolved every runtime dependency.
