Summary

Enforce the Bug tracking and AI attribution contract in one reusable pull-request check.

Changes

  • Require the matching raw Fixes token, navigable Bug URL, and separate Attribution section on Bug-backed Agent PRs.
  • Validate the final Authored-By trailer on every commit in the checked-out PR range.
  • Document the full-history action interface and add regressions for agenthub#779.
